Mark Outhwaite BSc MBA MIHM
Mark Outhwaite has over 13 years experience as a Health Authority
CEO in the NHS. Most recently
he was a Director/Head of Practice for Technology Adoption in the NHS Modernisation
Agency - the
NHS’s internal consultancy for change management and service improvement.
He provides support to
boards and senior teams seeking to find and set direction through complex
organisational and service
change including the adoption and implementation of technology.
He also
provides support to private
sector organisations seeking to create and sustain effective partnerships
with the NHS. Specific areas
of contribution are:
- Helping boards improve their focus on organisational
performance improvement – Mark
has extensive experience of developing the capability and responsiveness
of organisations and
partnerships in order to deliver patient and service benefits in complex
and demanding policy and
operational environments. This includes reconciling, integrating and
aligning national and local
strategies and policies. A key tenet of his approach is ensuring the
right balance and alignment of
leadership, ownership and logistics within organisations to deliver sustainable
change
- Supporting the development of effective partnerships – he
has a long and successful track
record in developing productive partnerships across the public, private
and voluntary sectors. He
helps senior teams to develop successful and productive partnerships.
Most recently Mark has
worked with potential industry partners for Connecting for Health and
was co-chair of one of the
sub-groups within the joint DH/DTi/ABHI Healthcare Industries Taskforce;
he was closely involved
in the initial design of the National Innovation Centre which is now
part of the NHS Institute for
Innovation and Improvement
- Board level approaches to creating the most effective organisational
context for
technology adoption and benefits delivery – Mark was responsible
for the development of a
new framework for the development of senior leaders who are seeking to
realise the benefits of
technologically led change. He also developed models for aligning IT
implementation and benefits
delivery with other service strategies. He was a member of the Connecting
for Health National
Programme Board
- Supporting senior leaders, boards and senior
teams through challenging service
reconfigurations – Mark has extensive experience in leading complex
strategic change
particularly in high profile health service reconfiguration and service
improvement programmes –
for example delivery of a major, contested hospital reconfiguration in
East Kent and refocusing
and revitalisation of the strategic service review in Bristol
- Finding direction through complex organisational
and functional change – he has
substantial experience of leading major organisational change – nine
major organisational change
programmes involving, mergers, close-downs and start-ups led as CEO and
two as a Director in
the NHS MA. This included the development of commissioning and GP Fundholding
- Improving the mobilisation of knowledge within
and across organisations – Mark
developed
the initial Knowledge Mobilisation strategy for the new NHS Institute
for Innovation and
Improvement. He can provide support in developing the people, process
and technology elements
of an effective approach to Knowledge Mobilisation.
In addition Mark:
- has a strong background in, and commitment to, primary care. He
has developed GP Fundholding
and GP-led locality commissioning, PCGs and PCTs. He also oversaw a ground-breaking
primary
care improvement programme that was the foundation for the quality and
outcomes framework of
the new national contract for General Practice
- is an experienced group facilitator with particular expertise
in nominal group technique and visual
mapping as a methodology for providing alignment and clarity within teams
- has a very high order of communication skills, including developing
communications strategies
and substantial practical experience ranging from engagement with local
and national broadcast
media to conferences, small workshops, seminars and working with patients
and public.
